Why can I not see the "Hold Raffle" button?

The "Hold Raffle" button is only visible in your event raffle admin page if the following conditions have been met:

1. The event start date is in the past
2. Sales are greater than or equal to £100 / €100 / $100
3. There are are more valid tickets (those who got answered the question correctly) than prizes available
