Browse to "Admin" > "Reports" > "Customers". You can then either send an email to all those that have registered for your newsletter - ie are happy to receive updates from you, OR to all customers. Use the option to send to "all customers" wisely as it's only designed to send important messages and not marketing messages.
If your email is marketing an event, then always select the "Marketing Email" option. Messages that are sent for the purpose of marketing will not be sent to those that have unsubscribed. They will also include an unsubscribe link in the body of the email.
